CHRIS PAPE

Mr. Pape’s practice is primarily focused on guiding boards of education through challenging governance, policy, civil rights, special education, and employment issues; and, when those issues result in litigation, he defends the board in the case. He is best known for helping boards of education with navigating complex, modern constitutional and equity matters. He has extensive expertise in modern school desegregation. He regularly trains boards on implementing Title IX procedures, addressing racial discrimination, improving school climate, and navigating First Amendment issues. Moreover, Mr. Pape’s expertise includes responding to claims under the Individuals with Disabilities Education Act (IDEA) and Section 504 of the Rehabilitation Act. He has helped boards of education and local governmental agencies with issues arising under federal and state employment laws including the Fair Labor Standards Act (FLSA), the Family and Medical Leave Act (FMLA), the National Labor Relations Act (NLRA), Worker Adjustment and Retraining Notification Act (WARN), Title VII of the Civil Rights Act, the Americans with Disabilities Act (ADA), and the Patient Protection and Affordable Care Act.
