NORI HORTON

Ms. Horton’s practice is primarily focused on advising the firm’s clients on policy, constitutional issues, employment law, regulatory compliance, risk management, Title IX, and other education-related matters. She has a wealth of broad public sector and federal court experience having served as in-house counsel for a large public university, law clerk to two federal court judges, and outside counsel to other municipal and public education clients. Ms. Horton has also litigated police civil liability, constitutional, and employment issues in federal and state courts. Her broad legal experience combined with her pragmatic approach to problem solving results in providing clients with thoughtful, real-world advice.
